The roots of the international reputation of France in the domain of sport are to be found in its reception facilities leading to high in sport, as well as in its training centres of professional clubs. However, the differentiated strategies led by the varied actors in these structures, the autonomy the local authorities have acquired due to the system of law decentralization and to the unceasingly increasing place of financial stakes in sport, drive us to question about the way the organisation will manage the athlete’s double aimed scheme, within the channels leading to high level in sport and in the training centres of professional clubs. Our analysis framework is that the Gironde case, which will help us realize that territoriality in sport-elite has certain limits. If the plan of action has had positive results, nowadays, the deal has changed. The methods to accompany athletes and follow their progress seem to be brought into question and have the rethought in a world in which financial interests prevail over everything. Thus, the adjustment of the system seems unavoidable to help the life plan of a sportsman (woman) to be successful. This research is going to offer a sort of field of thought as improve the plan of action.
