Madagascar is a country where the human richness is important and its economic potential, even by taking account of the problems of the past, authorizes it now to migrate to a statute of LDC. From this point of view, it is necessary to focus the support of the State, of the institutions of research and teaching as well as the industry in a point which will make it possible to create the synergy necessary between these actors. It is in this sense that it is proposed a methodological framework which will take account of local peculiarities, to carry out a Center of Competitiveness and intelligence Economique (CCIE) in Madagascar. Various orientations which seem a priority are analyzed in the work which is presented and at the same time the detection of the laboratories (analyzes, tests, possibly research) which will contribute to these orientations. For that it will be necessary to set up a priority a program of levelling of local industries and to insist more particularly on standardization and quality. This total program will be implemented with the support of the State and the International Organizations by the Steering committee of the CCIE.
