The collective representations as well as various works on mental models emphasize the role of the Information Technologies as well as the Communication to limit the inequalities and to structure the space of development. In fact, various studies show that telecommunication networks follow the steps of men and companies, but do not step up in front of them. A new law of the territory an country (as a land space linked by geographical, and economic similarities). The ground of this definition is to facilitate the emergence of common proposal for the economic development of said "countries". A study develop in the Region "Corsica" called Costa Serena, counted the different projects to define the notion of "territory". From this point its seams that the development of various tourist projects <ill constitute a basic project upon which intercommunity could participate. The development of it will allow the creation of an "office of tourism of country" which, from the observation of the territory (territory's watch) could help to define and develop a politic in tourism more relevant which will be a catalyst to internally help a feeling of belonging

La nouvelle loi d'aménagement du territoire dite "Loi Voynet" redéfinit les notions de "territoire" et de "pays". Un des fondements de l'existence d'un territoire est l'émergence d'un projet commun de développement. Les représentations collectives laissent à penser que les technologies de l'information et de la communication effaceraient les inégalités territoriales et auraient un effet structurant de l'espace. En fait les différentes études montrent que les réseaux des télécommunications suivent les implantations géographiques des hommes et des entreprises mais ne les précèdent pas. Une étude menée dans une région de Corse appelée "Costa Serena" a recensé les différents projets afin de définir l'existence ou non d'un territoire. A partir de ce travail de terrain il est apparu que le développement du tourisme constituait un projet intercommunal de développement et que les TIC permettaient la création d'un "office de tourisme de pôle" qui à partir d'une veille territoriale pourra mettre en place toute une politique touristique mieux positionnée, mieux ciblée et développant à la fois en interne un sentiment d'appartenance et en externe un système d'identification.
