The public communication of france and quebec, as it appears in the crisis of the welfare state from which we must get the systems of representation and of legitimation in connection with some instruments of government administration which traditionally do not concern themselves with democratic procedures, would confirm a strengthening of social conditioning in which all obvious intention can only be perceived as a power strategy.

La communication publique en france et au quebec telle qu'elle apparait dans la crise de l'etat-providence dont il faut saisir les systemes de representation et de legitimation en rapport avec des instruments de gestion gouvernementale qui ne relevent pas traditionnellement des procedures democratiques, confirmerait un renforcement de la regulation sociale ou toute transparence ne peut etre percue que comme strategie de pouvoir.
