The development of the third-world will not be realized till the politicians, administrators and intellectuals attempt to coordinate their efforts in order to acquire the dimensions of development : time, space, energy, matter, and to acquire modern methods of management : the rational and experimental. The coordination of efforts between the different actors does not exist in the third-world. It cannot exist because each actor plays a particular role according to this conception. The intellectuals can be considered as the best demonstration of this fact. They do not play a concrete role in the development because of their lack of reality. This lack of reality, which is a collective realization is managed by foreign intellectuals and the intellectuals af the third-world. The former realize the conscience of the latter. The intellectuals of the third-world, doted on the conscience are going to spread out by different ways their lack of reality on the society.

Le développement du tiers-monde ne se concrétisera que lorsque les acteurs politiques, administratifs et intellectuels coordonneront leurs efforts pour conquérir les dimensions du développement : le temps, l'espace, l'énergie ainsi que la matière, et pour acquérir les méthodes de gestion moderne : le rationnel comme l'expérimental. La coordination des efforts des divers acteurs n'existe pas dans les pays du tiers-monde parce que chacun joue selon sa conception un rôle. Les intellectuels, comme exemple, ne prennent pas une grande part dans le développement, en raison de leur irréalité. Celle-ci, réalisation collective, est entretenue par les intellectuels de l'extérieur et les intellectuels du tiers-monde. Les premiers réalisent la conscience des derniers. Les seconds, dotes de celle-ci, étendent par diverses voies sur la société leur irréalisme. Les clefs explicatives de celui-ci sont la compétence et l'impact. L’intellectuel du tiers-monde est incompétent. L’intellectuel incompétent n'a pas d'impact sur le développement.
