Throughout this work, we looked for the main causes of the poor bureaucratic functioning which affects the algerian civil service. This study reads as follows : we came out with three hypotheses refering to : - historical causes - instutitional contradictions - socio-cultural environment this work falls into the following parts : - in a theoretical part we reported the different studies made on the problem of bureaucracy in a number of countries. - in a practical part, the main causes for algerian bureaucracy were analysed. - a thorough enquiry in a public firm led us to confirm largely our hypotheses.

Tout au long de ce travail, nous avons cherché les causes essentielles du dysfonctionnement de l'organisation bureaucratique dont souffre le secteur public algérien. Pour cela nous avons structuré notre travail de la façon suivante : nous avons émis trois hypothèses s'articulant autour : - des causes historiques - des contradictions institutionnelles - de l'environnement socio-culturel notre plan de travail a été le suivant : - dans une partie théorique, nous avons relaté les différentes analyses du problème de la bureaucratie au sein d'un certain nombre de pays - dans la partie pratique, nous avons analysé les principales causes de la bureaucratie en Algérie - une enquête approfondie dans une entreprise publique nous a permis de confirmer nos hypothèses
