Entre l'Europe communautaire et l'exploitation familiale agricole : le rôle des médiations institutionnelles et organisationnelles : l'exemple du pays de Redon

The hypothesis of our research is that the professional farming organizations and the state-controlled institutions in charge of agrarian constitute intermediary stages which allow both the transformation of farms into modern farming concerns and the setting-up of a common policy at the european level. This research has, thus, underlined the pioneering role of famers in the building of europe on one hand and, on the other hand, the transition from an economy of subsistence to a market-oriented economy. Starting with the analysis of institutional and organizational mediations, we have tried to understand the dialectical relationships between the european community and more precisely the common agricultural policy, the french government and the farming concerns. Examining this type of questions has led us to think about functioning of the community as a "system". From a sociological point of view, the family farm cannot indeed isolate itself from whole body of intervening institutions whose actions tend, more and more, to organize according to a "unified system".

L'hypothese de notre recherche est que les organisations professionnelles agricoles et les institutions etatiques chargees des questions agraires constituent des paliers intermediaires qui permettent a la fois la transformation des exploitations familiales en entreprises agricoles modernes, et la mise en place d'une politique commune a l'echelle europeenne. On a souligne, dans ce travail, d'une part, le role pionnier des agriculteurs dans la construction europeenne et, d'autre part, le passage d'une economie de subsistance a une economie pour le marche. A partir de l'analyse des mediations institutionnelles et organisationnelles, on a tente de saisir les relations dialectiques entre l'europe communautaire, et plus particulierement la politique agricole commune (pac), l'etat-nation francais et les exploitations agricoles. Explorer ce type de questions, c'est penser le fonctionnement de la communaute comme un "systeme". Du point de vue sociologique, en effet, l'exploitation familiale agricole ne peut plus etre isolee de cet ensemble d'intervenants dont les actions tendent de plus en plus a se constituer en un "systeme unifie".
