This thesis studies the movement to assure the rights of the child and the adolescent (MDCA) which took place in the 80's in Brazil. It studies in a special way the relationship established in this context between state and civil society. The background of the research is the construction of the identity of the social actors involved. Following an analysis of the existing literature on the topic of social movements in Brazil, the thesis presents the characteristics of the movement, which, together with its achievements, constitutes a challenging area of enquiry. Using as a framework Alberto Melucci's studies on the social movements in contemporary societies, the thesis analyses the movement, separating its constituent elements in order to reconstruct and understand the nature of the movement, its differentiating characteristics and its logic of action. In its second part, the thesis discusses the discourses of international bodies, of governments and of social movements on the issue ofparticipation. A presentation of some experiences of participation of the community in the desing and formulation of public policies, considering their potentialities and limitations, follows. Specifically, the thesis shows how the issue of participation played a significant role in the recent social and political history of the state of Pernambuco. In the third part, the thesis systematize the views of the various participants involved in the movement in the metropolitan area of Recife, capital of the state of pernambucco, analysing their discourse.

L'objet d'étude de cette thèse est le mouvement pour la défense des droits de l'enfant et de l'adolescent (MDCA) qui s'est déroulé au Brésil au cours des années 80 et, en particulier, les relations qui ont été établies, dans ce contexte, entre l'état et la société civile. La question de la construction de l'identité des acteurs parcourt toute la recherche. Après une analyse de la littérature existante au Brésil sur les mouvements sociaux, on trace les caractéristiques du MDCA qui, avec ses conquêtes, font de cet objet d'étude un défi intéressant. Dans le cadre conceptuel des analyses élaborées par Alberto Melucci sur les mouvements sociaux dans les sociétés contemporaines, on analyse le MDCA, en séparant les éléments constitutifs pour reconstituer et comprendre sa nature, sa spécificité et sa logique d'action. Dans la deuxième partie, on analyse les discours des organismes internationaux, des gouvernants et des mouvements sociaux au sujet de la participation, et on présente quelques expériences de participation de la population dans la définition des politiques publiques, en considérant ses potentialités et ses limites. En particulier, on montre comment la question de la participation a joué un rôle important dans l'histoire politique et sociale de l'état de Pernambuco. Dans la troisième partie, on systématise la vision des différents acteurs engagés dans le MDCA dans la région métropolitaine de Recife, capitale de l'état de Pernambuco, en analysant leurs discours.
