Décisions, critiques et pouvoirs : vers une sociologie configurationnelle du changement d'ATTAC France (1998-2002)

Whereas the creation of ATTAC France is due to a small number of organizations (trade unions, associations, newspapers), its development essentially comes from the exponential growth of members (30 000 in two years). What is at stake is therefore the place and the function of local activists and groups in the movement's national strategies. By distinguishing two mechanisms in the process of decision (the agenda building and the command of the rules of decision), we demonstrate that the structure of decision in ATTAC changed in favor of local groups, even though it's always largely controled by the national directory. The transformation of the structure of decision is actually linked to a transformation of the structure of power relations. Referring to the figurational sociology of Norbert Elias, we incorporate in a single theoretical framework the notions of decisions, power, critic and social change.

La création d'ATTAC France est le fait d'un nombre restreint d'organisatoins (syndicats, associations, titres de presse), tandis que son développement est surtout du à l'arrivée massive des adhérents (30 000 en deux ans). L'enjeu essentiel est dès lors la place et le poids des militants et des groupes locaux dans l'élaboration et la conduite des actions du mouvement au niveau local comme national. En distinguant deux mécanismes du processus de décision (l'élaboration de l'agenda et la maîtrise des règles de décision) nous démontrons que la structure de décision dans ATTAC a évolué en faveur des groupes locaux, même si elle est toujours fortement contrôlée par les dirigeants nationaux. La modification de la structure de décision correspond à une modification de la structure des relations de pouvoir. En nous référant à la figurational sociology de Norbert Elias, nous intégrons dans un même cadre théorique les notions de décision, de pouvoir, de critique et de changement social.
