During 1948, in a climate of intense international tension, korea becomes a divided nation with two integrated state structures, one being within the west camp, the other within the east camp. Consequently, the geo-political and juridical ofundations of inter korean rivalry intervene and the diplomatic conflict between the two states arises. Included in the korean diplomatic rivalry, the importance of africa is justified in particular by the large number of states presence and their political force which they constitute within the international organizations indeed seeking for the african states' adhesion to the respective objectives of each of the korean states has determined, precipitated and accelerated their penetration of the african continent. Therefore whatever the stranth and weakneeses of the political practice of the two koreas may be, it is undeniable today that korean presence is keenly manifest in africa. Africa, domain reserved the the previous colonial powers, is actually one of the major spheres of activity for korean diplomats, business men (south korean. Diplomatic presence, economical presence, military presence. On the other hand the african states have no advantage in taking sides for one or the other korea in a conflict that may concern certain states and hardly at all the others. Most of the african states prefer, therefore, to don a neutral attitude, abstaining from taking position, in order to stay on good terms as long as possible with the two korea.

Dans le climat de vive tensions internationales au cours de l'annee 1948, la coree devient une nation divisee en deux structures etatiques integrees, l'une au camp occidental, l'autre au camp oriental (communist). Des lors, les fondements geoplitiques et juridiques de la rivalite intercoreenne et du conflit diplomatique des deux etats, sont poses. Dans la rivalite diplomatique des coreens, l'importance de l'afrique se justifie en particulier par le grand nombre d'etats existants et, au sein des organisations internationales universelles, la force politique qu'ils constituent. En effet la recherche de l'adhesion des etats africains aux objectifs propres des deux coree a determine, precipite et accelere leur penetration respective dans le continent africain. Par consequent, quelle que soient les forces et les faiblesses des politiques mises en oeuvres par chacune des deux coree, il est aujourd'hui indeniable que la presence coreenne est vivement manifeste en afrique. Domaine reserve anciennes puissances coloniales, l'afrique est a present un des champs d'action majeurs des diplomats, des hommes d'affaires (coree du sud) et des militaires (coree du nord) coreens. Presence diplomatique, presence economique, presence militaire (discrete). De leur cote, les etats d'afrique n'ont pas interet a prendre parti nettement pour l'une ou pour l'autre coree dans un conflit affligeant certains d'entre eux et n'interessant guere les autres. La plupart des etats africains preferent donc manifester une attitude neutre, en s'abstenant de prendre position afin de rester, autant que possible, en bons termes avec les deux coree.
