Situated on the lebanese-syrian-israeli border, southern lebanon occupies an important strategic position in the israeli-arab conflict. It plays the part of a fixation abscess which absorbs the reigning tension on the arab fronts in the absence of a common arab strategy. The foundation of israel started a massive exodus of palestinians to lebanon and plunged the latter in the center of a complex crisis which transformed it, without wanting it, into a war-waging state. From a vital space, southern lebanon became a security zone especially after 1969, when the palestinians settled. They used the south first as a refuge zone then as a passage for the liberation of palestine. It didn't take israel long to intervene in lebanese affairs through the south to hasten the desintegration of the lebanese society. For syria, lebanon constitutes a security zone and it is indispensable for them, in order to achieve a strategic balance with israel, to dominante lebanon. It is within this context that the south places itself in regional strategies. It was from 1975, after the calm which reigned in the area due to the isolation of egypt in the middle eastern scene that the two neighbouring states of lebanon put into execution their strategies in lebanon.

Situe a la frontiere libano-syro-israelienne, le sud-liban occupe une place strategique importante dans le conflit israelo-arabe. Il joue le role d'abces de fixation qui absorbe la tension regnant sur les fronts arabes en l'absence d'une strategie arabe commune. La naissance d'israel a entraine l'exode massif des palestiniens au liban et a plonge ce dernier au coeur d'une crise complexe qui l'a transforme en etat belligerant malgre lui. D'un espace vital le sud-liban est devenu une zone de securite surtout apres 1969, date a laquelle les palestiniens se sont implantes. Ces derniers se servirent du sud comme zone de refuge tout d'abord, puis de passage pour la liberation de la palestine. Israel ne tarda pas a multiplier ses ingerences dans les affaires libanaises a travers le sud pour precipiter l'eclatement de la societe libanaise. Pour la syrie, le liban constitue une zone de securite, et il leur est indispensable pour realiser l'equilibre strategique avec israel, de controler le liban. C'est dans ce contexte que le sud a pu se placer dans les strategies regionales. C'est a partir de 1975, apres la detente qui a regne dans la region, en raison de l'ecartement de l'egypte de la scene proche-orientale, que les deux etats voisins du liban mirent en application leurs strategies au liban.
