The western state reduced to its organological aspect, i. E. A logical and cybernetical system of information as it exists in complex societies, constitutes the reference around which the interactive play between the government and the governed is organized in the social modernization of Algeria. And but, the incorporation of this state, if it lead from the start to a diffraction of the levels, in terms of performance and competence between the government and the governed on this reference, by reason of the importation and the person who imports this kind of state organology, it has brought about a set of problems where in the end, this state has been reinvented into another concrete model beyond its universal aspect as a formal system. And as such, this model can only be considered through its cultural dynamics which come into play in the trajectory of traditional society (to be defined) - modern society (to be determined) in the framework of its comparison with the modern organological reference supposed to make it globally and politically intelligible.

L'état occidental réduit à son aspect organologique, c'est-à-dire un ensemble d'appareils coordonnés en un système logique et cybernétique d'information des sociétés complexes, constitue la référence autour de laquelle s'organise le jeu interactif entre gouvernants et gouvernés dans la modernisation sociale en Algérie. Et cependant, l'incorporation de cet état, si elle a supposé d'entrée de jeu une diffraction des niveaux de performance et de compétence entre gouvernants et gouvernés sur cette référence, en raison de l'importation et du personnage importateur de ce type d'organologie étatique, elle a entrainé une problématique où cet état a fini, au-delà de son aspect universel en tant que système formel, d'être réinventé en un autre modèle concret. Et ce modèle ne peut alors être considéré qu'à travers les ressorts culturalistes qui interviennent sur la trajectoire société traditionnelle (à définir) - société moderne (à déterminer dans les contours de sa formation par rapport à la référence organologique moderne censée la rendre intelligible globalement ou politiquement).
