The idea of civil defense is not new in france. It builds up one of the three sections of the national defense as it was definite in 1959. It comprise the civil security and the public security. The civil security has to adapt itself to the evolutions of the geostrategic context, to the developement of new technologies and to the increasing knowledge of the natural phenomenons. Abroad, only a few countries have a civil security policy. The results of those policies are varied and the most of the time without any signification. No one of this examples could constitute a model for france because of its geopolitical specificity but there study is full of thaught. If the concept of civil security is not new, it still remains unknown in france and this ignorance is principaly due to the strategic, financial and technical critics that had been advanced in the sixtees, and that some would stil like to soil toe reputation. Those critics have up to now invalidated each debate on the necessity ot develop the civil security in france. But the populations are asking always stronger for a security policy and this brings the authorities to try of find out solutions that could help to the materialization of a concept wich is thirty years old and which legal fondation is trog and has always taken into account the evolution of the risks. The decentralization that began a few years ago has be realised in the part we are interested in by a depth action that associates the mayors, the general councils and the local associations movements. The projet "army 2000" that has a new organization of the national defense constitues, also, the possibility to remake the coordiantion that is necessary between the civil services and organizations that are involved in the civil defense. In fact, what we need is a strong political engagement materialized by a concequent financial effort.

La defense civile n'est pas une idee neuve en france. Elle constitue l'un des trois volets de la defense nationale telle qu'elle a ete definie en 1959. Elle comprend la securite civile et la securite publique. La securite civile doit constamment s'adapter aux evolutions du contexte geostrategique, au developpement permanent de nouvelles technologies et a la connaissance sans cesse meilleure des phenomenes naturels. A l'etranger, seuls quelques pays disposent d'une politique de securite civile. Les resultats de ces politiques sont tres varies et souvent assez peu significatifs. Aucun de ces exemples ne saurait constituer un modele pour la france en raison de sa specificite geopolitique mais leur etude est riche d'enseignement. Si le concept de securite civile n'est pas nouveau, il reste toutefois meconnu en france principalement en raison de critiques strategiques, financieres et techniques qui ont ete avancees des les annees 60 et dont certains voudraient encore l'entacher. Ces critiques ont vicie jusqu'a present tout debat sur la necessite de developper la securite civile enfrance. Mais l'exigence de securite, que les populations reclament avec le plus en plus d'insistance, invite d'ores et deja les pouvoirs publics a rechercher des solutions de nature a favoriser la concretisation d'un concept trentenaire qui beneficie d'un solide fondement juridique qui a constamment pris en compte l'evolution des risques. La decentralisation amorcee depuis plusieurs annees doit etre realisee dans le domaine qui nous occupe par une action en profondeur qui associe pleinement les maires, les conseils generaux et les mouvements asociatifs locaux. Le projet armees 2. 000 qui comprend une nouvelle organisation de la defense nationale constitue, par ailleurs, l'occasion de repenser la coordination indispensable entre les diverses administrations et organismes concourant a la securite civile. Il ne manque plus, en somme, qu'une volonte politique affirmee qui se concretise par un effort financier consequent.
