The limited pluralism of the francois regime is the basic fact to understand the interaction that occurs in the early seventies between the changing structure of the elite and the dynamics of the political change. Because of the relative capacity of the elite to integrate new members what could be observed in the last years of francoism was the appearance of new actors who, in spite of the hostility of the supporters of political status quo, tried to conduct à limited opening of the regime. Then, when the balance of power within the authoritarian camp clearly became favourable to them, they could finally come to impose an openly democratic solution. The opposition was obviously not absent from the process, but the passage from dictatorship to democracy is largely to be explained by the dynamics generated by the changes in the structure of the francoist power, as well as by the conflicts between the various sectors of the elite.

Le pluralisme limité du régime franquiste est une donnée fondamentale pour comprendre l'interaction qui s'est opérée entre les modifications de la structure de l'élite et la dynamique du changement politique. Compte tenu du caractère relativement ouvert de l'élite, on assiste, dans les dernières années du franquisme, à l'émergence de nouveaux acteurs qui s'efforcent, en dépit de l'hostilité des partisans de l'immobilisme, de procéder à une ouverture limitée du régime. Ils finiront, lorsque le rapport des forces à l'intérieur du camp autoritaire leur sera devenu nettement favorable, par imposer une solution ouvertement démocratique. L'opposition n'est évidemment pas absente de ce processus, mais le passage de la dictature à la démocratie s'explique dans une large mesure par la dynamique engendrée par les modifications de la structure du pouvoir franquiste, ainsi que par la lutte que se livrent les différents secteurs de l'élite.
