Les relations Asie-Europe et l'essor de l'"inter-régionalisme" : le rôle de l'ASEAN dans l'ASEM

The aim of this research on the political relations of Asia-Europe through the five ASEM Summits (1996 – 2004) is two-fold: (i) to analyze the central role played by ASEAN in the relations of the European Community with the Asian countries through its ASEAN-EC interregional relations from the very early period of the EC; and (ii) to study the ASEM inter-regionalism which did not only favour the Asia-Europe relations but also encouraged the Asian regionalization process. Created under the influence of ‘New Regionalism’, which galvanized the regionalization process in order to adapt to globalization, the ASEM inter-regionalism has three components of regionalism in itself: the ASEAN-EU interregional relations; the ASEM triadic interregional relations (i. E. Enlarged interregional relations); and the process of the Asian regionalization with the rise of the “ ASEAN+3” at the heart of ASEM. The ASEM inter-regionalism generates three different levels of regionalisation which proves that it is an important constituent in the changing of the world order.

Notre recherche sur les relations politiques Asie-Europe à travers les cinq derniers Sommets de l’Asie-Europe (ASEM, 1996 - 2004) vise à analyser à la fois le rôle central que jouait l’ASEAN dans les relations asiatiques, par sa relation interrégionale avec la Communauté Européenne dès ses premières années d’activité, ainsi que l’inter-régionalisme ASEM qui n’a pas uniquement favorisé les relations Asie-Europe, mais qui a aussi permis d’encourager le processus de la régionalisation asiatique. Né sous l’influence du nouveau régionalisme où s’accélère la régionalisation pour s’adapter à la mondialisation, l’inter-régionalisme ASEM porte en elle-même trois composants du régionalisme : la relation interrégional ASEAN-UE, la relation interrégionale triadique ASEM (la relation interrégionale élargie), le processus de la régionalisation asiatique autour de l’émergence de « ASEAN+3 » au sein de l’ASEM. L’ASEM génère trois différents niveaux de régionalisation, ce qui prouve que l’ASEM est une constituante importante dans le changement de l’ordre mondial.
