Globalization theories brign to the fore the deterritorialisation of the politics by the action of the financial capital. But studying globalization can't explain the transformation of state's action. The author use imperialism concept to explain this tranformation by the appropriateness of the actual economic and political situation. The imperialism is dominate by the U. S. Hegemonic power which modifies the classical conception of imperialism. The national bourgeoisie support the new imperialism by an inside-out relation with the hegemonic power. The author studies first the political impact of the regional integration in North-America and Europe, notably in France and in Canada, and secondly he studies the politicals transformations in the military domain to demonstrate the hypothesis of the inside-out relation.

Les théories sur la mondialisation ont mis en évidence la déterritorialisation du politique par l'action du capital financier. Mais l'étude de la mondialisation est insuffisante pour expliquer les facteurs de transformation de l'action de l'État. L'auteur se réapproprie le concept d'impérialisme et l'adapte à la réalité économique et politique actuelle pour expliquer cette transformation. L'impérialisme est marqué par la domination hégémonique des États-Unis, ce qui bouleverse la définition classique du concept. Le nouvel impérialisme est soutenu par la bourgeoise nationale de chaque pays qui tente de s'intégrer à l'hégémone, relation qui est synthétisée par le concept inside-out. Cette hypothèse est démontrée par une étude de l'impact politique de l'intégration régionale en Amérique du Nord et en Europe, en s'intéressant particulièrement à la France et au Canada, et ensuite par une étude des transformations politiques dans le domaine militaire.
