Based on a solid empirical research, mixing ethnographical observations in several chambres of Paris and province, interviews with the agents (79 interviewed people) and archives (photographies, architectural maps, official discourses), this study tries to apprehend the social mechanisms of the institutional emergence and consolidation of the chambres régionales des comptes, that were created by the decentralisation-laws in 1982-83. In a first part, we take an interest in the social and symbolic significations of the material structures of the chambres régionales des comptes. In the following parts, relying on the social characteristics of the members of the chambres and on the internai and external balance of powers that runs through and structures the chambres, we try to understand the practical and symbolic orientation of the institution that has to be taken as a varied lot of socially and institutionally situated agents' own knowledge, know-how and believes. By replacing the emerging institution in an institutional frame of concurrence, from a local or an national point of view, it is possible to understand the specific attributes of the chambres and the choices of financial controls. The mediatisation of the products of the chambres as a condition of the extension of their social validity and recognition also holds our attention. From a precise and delimited empirical object, these analyse enables to have an original view on the genesis of an institution and, beyond, to have a better knowledge not only on the contemporary State and its eventual transformations, but also on the civil servants and their relations with political men.

Fondée sur une solide recherche empirique, mêlant observations ethnographiques dans plusieurs chambres de Paris et de province, entretiens avec les agents (79 enquêtés) et archives multiples (photographies, plans architecturaux, discours officiels, hommages funèbres, discours de départ en retraite), cette étude entend saisir les mécanismes sociaux à l'oeuvre dans l'émergence et la consolidation institutionnelle des chambres régionales des comptes, créées en France par les lois de décentralisation des années 1982-1983. On s'intéresse, dans une première partie, aux significations sociales et symboliques des structures matérielles des chambres régionales des comptes. En s'appuyant, dans les parties suivantes, sur les caractéristiques sociales des agents évoluant dans les chambres (qu'il s'agisse des conseillers, des présidents de chambres, des assistants de vérification) et sur les rapports de force aussi bien internes qu'externes qui traversent et structurent les chambres, on tente de rendre compte de l'orientation pratique et symbolique de l'institution, entendue comme un ensemble de savoirs, de savoir-faire et de croyances portés par des agents socialement et institutionnellement situés. En replaçant l'institution émergente dans un espace institutionnel concurrentiel, local ou national, on peut rendre compte des attributs spécifiques des chambres et de certains choix opérés en matière de contrôles financiers. La médiatisation des produits des chambres comme condition d'une extension de leur validité et de leur reconnaissance sociale retient également notre attention. Partant d'un objet empirique précis et délimité, cette analyse permet par conséquent de porter un regard original sur la genèse d'une institution et au-delà d'approfondir les connaissances non seulement sur l'État contemporain et ses éventuelles transformations, mais aussi sur le personnel d'État et par exemple ses relations avec les hommes politiques.
