La comparaison transnationale des politiques culturelles : l'exemple des municipalités de Stuttgart et de Strasbourg

We well analyse in a comparative way the mediation of cultural policy between the individual citizen and the cultural productions. This analysis has been structured in two parts. In the first part the importance of cultural policies, especially those of contemporary democraties, will be defined. It shows how the cultural question is also a political problem. The comparative approach allows us to question on the influence that the institutional surrounding can exert over the creation of cultural political speech. The second part appreaches cultural policies in an empirical way. It gives on account of the cultural organisation of the municipalities of Stuttgart (Germany) and Strasbourg (France). The analysis of the different cultural fields (music, literature, painting. . . ) Places the intensification of the individual cultural experience again in the middle of the discussion.

On se propose d'analyser ici de façon comparative la médiation qu'opère l'action culturelle entre l'individu-citoyen et les productions culturelles. Le travail s'articule en deux parties. La première définit l'enjeu que représentent les politiques culturelles, spécialement dans les démocraties contemporaines. Elle montre en quoi la question culturelle est également un problème politique. La démarche comparative permet de s'interroger sur l'influence que peut exercer le cadre institutionnel sur la production du discours culturel. La second partie se place au point de vue de la pratique et approche les politiques culturelles de manière empirique. Elle rend compte de l'organisation culturelle des municipalités de Stuttgart (Allemagne) et de Strasbourg (France). L'analyse des différents secteurs culturels (littérature, musique, peinture. . . ) Et des publics, remet la question de l'intensification de l'expérience culturelle individuelle au cœur du débat.
