The study of the question of the right of men in Morocco as a new cultural policy deals with the relationship or the conflict between the heritage of the past and what modern times require. The originality of the Moroccan experience is not far from the true discussion about a society which is both strongly attached to its cultural and religious heritage and opened onto new ideas emerging from the new world order as a prior norm for the fair and democratic building of society. Morocco succeeded in unifying both the universalist claiming of the right of men and keeping up with traditions because they choose discussion and the adoption of these two different conceptions. Indeed they avoided the clashing and cultural chock in spite of the imperfections and loopholes affecting the project of this reconciliation.

AL'étude de la problématique des droits de l'homme au Maroc, en tant qu'une nouvelle culture politique, pose le problème du rapport ou du conflit entre l'héritage du passé et l'exigence du temps moderne. L'originalité de l'expérience marocaine nous approche du vrai débat d'une société fortement rattachée à son héritage culturel et religieux en même temps ouverte sur les nouvelles idées sécrétées par le nouvel ordre mondial en tant que normes préalables pour la construction démocratique et juste de la société. Le Maroc a opéré pour un mariage en quelque sorte réussi entre la proclamation de l'universalisme des droits de l'Homme et la conservation de ses spécificités, en optant pour le dialogue et l'adaptation de ces deux conceptions d'ordre différentes tout en évitant l'affrontement et le choc, malgré des imperfections et les lacunes qui affectent l'entreprise de cette conciliation.
