In spite of a lot works that progress constantly, the political sociology of caribbean presents blind aspects that interest. Why certain subjects are kept out of things?Sets of problems or approaches neglected or considered with suspicion. As others political unities of Antilles, Dominican Republic is directly concerned to these gerneral observations. Reasons refer to a certain mode of organization scientific domain. In this context, it seemed particularly interesting to undertake a study of dominican political system paying attention to one of its important actors:José Francisco Peña Gomez. Along time unrecognized or scorned by insular elite, his political trajectory seems an illustration or an example of the working of dominican political domain. In order to identify the practical modes, several questions very tied are examined. Among these, at lesat two direct analysis:what did the mayor-to-be of santo Domingo appear as a improbable leader right away? In spite of a popularity without equal, why did he stay an impossible President of Republic. To bring this search of program to a successful conclusion, two prospects were combined: one historical sheding light on consequences of past on the struturation of dominican poltiea; other sociological, that examines norms govern selection and eligibility of insular political staff.

Malgré un volume de travaux en progression constante, la sociologie politique des caraïbes présente des points aveugles qui méritent attention. Pourquoi certains objets sont-ils tenus à l'écart? Des problèmes ou approches négligées ou considérées avec suspicion?A l'instar des autres unités politiques des Antilles, la République Dominicaine est directement concernée par ces observations générales. Les raisons renvoient à un certain mode d'organisation du champ scientifique. Dans ce contexte, il a paru tout particulièrement interessant d'entreprendre une étude du système politique dominicain en focalisant notre attention sur l'un de ses acteurs de premier plan:José Francisco Peña Gomez. Longtemps méconnue ou dedaignée par l'élite insulaire, sa trajectoire politique apparait aujourd'hui illustrative sinon exemplaire du fonctionnement de l'espace politique dominicain. Pour en cerner les modalités pratiques, plusieurs questions étroitement liées sont examinéés. Parmi celles-ci au moins deux orientent l'analyse: en quoi le futur maire de Santo Domingo est-il d'emblée apparu comme un leader improbable? Malgré une popularité sans équivalent, pourquoi est-il demeuré un président de la République impossible?Pour mener à bien ce programme de recherche, deux perspectives ont été combinées: l'une historique, éclairant les inférences du passé sur la structuration de la polité dominicaine;l'autre sociologique, examinant les normes gouvernant la sélection de l'égibilité du personnel politique insulaire.
