La politique étrangère syrienne : la restructuration stratégique de la guerre à la paix durant la présidence de Hafez Al-Assad

This study connects two fields of research interested in the analysis of the policies in the Middle East, namely the Studies of International Relations, and the Studies of the Middle East. Within this general framework, we propose both macro and micro analysis. First, we carried out a macro analysis of the principal line of the Syrian foreign policy as a process which has resulted from an uninterrupted effort of conciliation between the raison d'Etat and its Arab regional membership known as the raison de la Nation. This effort is implemented to consolidate the legitimacy of the State and to ensure the survival of the regime. Then, we did a micro analysis to analyze the causal dynamics of the decision of the strategic reconstruction in the Syrian foreign policy from the "war to peace" in 1991. This analysis is based on the determinants of the Syrian foreign policy decision as will as to the external and internal context of this decision. Consequently, this study recognizes with regard to the shaping of the behaviour of the foreign policy, the importance of the "state level" and the "sub-state level" as it is recognized in the "level of the system".

Cette étude se situe au point de rencontre de deux domaines de recherche intéressés par l'analyse des politiques au Moyen-Orient à savoir : les études des relations internationales, et les études du Moyen-Orient. Dans ce cadre général, nous proposons une analyse de double dimension micro et macro analytique. D'une part elle effectue une macro analyse de la ligne principale de la politique étrangère syrienne comme étant un processus qui est issue d'un effort continu de conciliation entre la raison d'Etat et son appartenance régionale arabe dite : la raison de la Nation. Cet effort est mis en oeuvre pour consolider la légitimité de l'Etat et assurer la survie du régime. Et d'autre part, nous effectuons une micro analyse pour analyser les dynamiques causales de décision de la restructuration stratégique dans la politique étrangère syrienne de la guerre à la paix en 1991. Cette analyse s'intéresse aux déterminants de la décision en politique étrangère syrienne ainsi qu'au contexte extérieur et intérieur de cette décision. Par conséquent, cette étude reconnaît en ce qui concerne le façonnage du comportement de la politique étrangère, l'importance du "niveau étatique" et du niveau "sous-étatique" comme elle la reconnaît pour le "niveau du système".
