Today the social, economic and cultural importance of sport is well known in whole Europe. The associative form is the basis of sport organizations all over the world. The importance of sport in economy is more and more significant. The interventions of European policy tend to increase in the world of sport, which is organized according to its own rules. Historically, the Council of Europe was the first institution who has shown a real interest for sport. In the European Union sport activities used to be regarded earlier initially from economic point of view. The word “sport“ doesn't appear in the principal European treaties. Recent incidents (the Bosman's effect, doping. . . ) suggest the requirement of a new approach to sport. The European institutions elaborated several programs and initiatives for the development of the sport. After the ratifications the word sport will appear in the European Constitution.

Le sport est un phénomène dont l'importance sociale, économique et culturelle est aujourd'hui reconnue en Europe. La forme associative est à la base de l'organisation sportive dans tous les pays. L'importance du sport en économie est de plus en plus caractéristique. Les institutions politiques interviennent de plus en plus dans le monde du sport, qui demeure largement régi et organisé selon des règles qui lui sont propres. Le Conseil de l'Europe fut la première institution à avoir manifesté un véritable intérêt pour le sport. Dans les premiers temps l'UE n'appréhenda les activités sportives que sous l'angle économique. Le mot "sport" ne figure pas dans les principaux traités européens. Les incidents des ces derniers temps (l'arrêt Bosman, dopage) suggèrent l'exigence d'une nouvelle approche du sport. Les institutions européennes ont élaboré plusieurs programmes pour le développement des activités sportives. Après les ratifications le mot sport figurera dans la Constitution européenne.
