The law of july 31st 1991 concerning the hospital reform requires the public institutions of health and private institutions participating in health public service to make a strategy programming. This one is first considered in its theoretical aspects : definition and delimitation, comparison with the firm project, analysis of the situation and estimated thought, inventory of the constraints, selection of the aims, positioning of the organisation, strategic ways. Then the practical realization of a project is expounded, as it was actually elaborated in a private institution participating in health public service and comprising various health and social activities : collection of information, results, comments. The answer of the authorities to the strategy programming thus unfolded is produced. The initiation of some actions which are linked to the project is expounded too.

La loi du 31 juillet 1991 portant reforme hospitalière impose aux établissements publics de santé et aux établissements privés participant au service public la réalisation d'un projet d'établissement. Celui-ci est tout d'abord appréhendé dans ses aspects théoriques : définition et délimitation, comparaison avec le projet d'entreprise, analyse de la situation et réflexion prévisionnelle, recensement des contraintes, choix des objectifs, positionnement de l'organisation, voies stratégiques. La réalisation pratique d'un projet est ensuite présentée, telle qu'elle s'est réellement déroulée dans un établissement privé participant au service public hospitalier et comportant différentes activités sanitaires ou médico-sociales : collecte des renseignements, résultats, commentaires. La réponse des pouvoirs publics au projet d'établissement ainsi exposé est présentée, de même que l'initiation de quelques actions liées au projet.
