Les politiques publiques pour les peuples de la plaine alluviale d'Amazonas : mise en place et évaluation

This thesis aims to analyze the influences of the public policies with development of the inhabitants of the alluvial plain of the State of Amazonas in the north of Brazil. The nature even of the development and its determinants economics, culturals and politics are not yet clearly defined for those which seek to develop instruments of development policies and for those which want to work out (or to implement) effective instruments in this respect. It is important also the systematization a process evaluation with research on the public polticies while having as centers the representations of the populations which occupy the alluvial plain of Amazonas. The aproaches for the development direct the action of the public authorities. This is the reason for which it is in the interest of the analyzes public policies in the State of amazonas to question on some of contraditicions within capitalism. In fact, the majority of the problems on the level of the analysis of the public policies have in particular economic and social aspects. It is appropriate an evaluation of the policies public in an not-urban context to include the influence this environment on the interactions, educational practices and thereafter on the development of communities of the alluvial plain in the middle of the Amazon forest. In this prospect the developement is not regarded any more as the result a process purely technical or economic but rather like produces it a collective choice. The study of the public policies concerning the development of the populations of the alluvial plain in Amzonas led to pay an special attention to the educational practices. The educational pracices are in the middle of the development of the societys. The competing context of the economic world requires to take account of the knowledge of the traditional populations. In questioning on the determinants of the development it is oberved that the explanatory variables, according to the theories, vary in a considerable way. To put the accent on the vectors economics, sociologics, geographics and politics can illustrate only part of this diversity

Cette thèse a pour objectif d'analyser les influences des poltitiques publiques au développement des habitants de la plaine alluviale de l'Etat d'Amazonas au nord du Brésil. La nature même du développement et ses déterminants économiques, culturels et politiques ne sont pas encore clairement définis pour ceux qui cherchent à mettre au point des instruments de politiques de développement et pour ceux qui veulent élaborer (ou mettre en œuvre) des instruments efficaces à cet égard. Il est important aussi la systématisation d'un processus d'évaluation aux recherches sur les politiques publiques en ayant comme axe les représentations des populations qui occupent la plaine alluviale d'Amazonas. Les approches pour le développement orientent l'action des pouvoirs publics. C'est la raison pour laquelle il est dans l'intérêt de l'analyse des politiques publiques dans l'Etat d'Amazonas de s'interroger sur certains des contradictions au sein du capitalisme. En fait, la plupart des problèmes au niveau de l'analyse des politiques publiques ont des aspects notamment économiques et sociaux. Il convient une évaluation des politiques publiques dans un contexte non-urbain pour comprendre l'influence de cet environnement sur les interactions, les pratiques éducatives et par la suite sur le développement des communautés de la plaine alluviale au milieu de la forêt amazonienne. Dans cette perspective le développement n'est plus considéré comme le résultat d'un processus purement technique ou économique mais plutôt comme le produit d'un choix collectif. L'étude des politiques publiques concernant le développement des populations de la plaine alluviale au Amazonas conduit à porter une attention particulière aux pratiques éducatives. Les pratiques éducatives sont au cœur du développement des sociétés. Le contexte concurrentiel du monde économique nécessite de tenir compte des savoirs des populations traditionnelles. En s'interrogeant sur les bases du développement capitaliste, on observe que les variables explicatives, selon les théories, changent de façon considérable. Mettre l'accent sur les vecteurs économiques, sociologiques, géographiques et politiques peut montrer seulement une partie de cette diversité
