This thesis is a retrospective empirical study on project Management. The case under study is the Alcatel telecommunications project in Lebanon from 1994 to 1998. The aim is to compare the project manangement of this project with the actual state of the art. The value of this choice resides in the complexity of the project itself and the prevailing difficult envirnment. This project being a large scale one in terms of finance, technical means, number of companies involved from the Alcatel group and outside it, joining from different countries, in addition to the heterogeneous and eclectic. On the academic level, this project summarizes by itself all kinds of possible and imaginary scenarios. The approach is more from a management point of view as opposedto an engineering one. Therefore, it tends more towards framing the responsabilities, authorities and accountabilities of the project stakeholders than towards the choice of the project planning software. While writing the present thesis project management evolved and the state of the art progressed. We reflected this progress by regularly updating the bibliography. As we go through the thesis, we realize that the science of Project Management strives on the experiences gained on large scale projects ; there will always be a story to tell after a large scale project. The experience gained on our project has benefited Alcatel's project management procedures and, just like the waves produced by a pebble thrown in a lake, other projects, professionals, students, consultants and authors will have some benefit. The outline of the two parts of the thesis reflects the chronology of the project life cycles :the theoretical part of the thesis corresponds to the planning and design phase of the project and the second to the execution.

Cette thèse est une étude empirique rétrospective sur la gestion de projet. Le cas sous-étude est le projet de télécommunications d'Alcatel au Liban entre 1994 et 1998. Le but étant de comparer la gestion de ces projets avec l'état de l'art actuel. La valeur de ce choix réside dans la complexité du projet lui-même et l'environnement difficile prévalent. Ce projet étant de grande envergure en termes financiers, moyens techniques, nombre de sociétés intervenantes du groupe Alcatel et en dehors, réunis depuis plusieurs pays, ainsi que leur personnel hétéroclite et éclectique. Au niveau pédagogique, ce projet résume en lui seul tous genres de scénarii possibles et imaginables. L'approche suit un point de vue de gestionnaire plus que d'un ingénieur. Donc, c'est plutôt la délimitation de responsabilité, autorité et redevabilité des participants au projet qui aura de l'ampleur que le logiciel de jalonnement utilisé. Pendant la durée de rédaction de la thèse la gestion du projet a évolué, l'état de l'art a progressé. Nous avons accompagné ce progrès par la mise à jour régulière de la bibliographie. Dans le déroulement, on se rend compte que la science de la gestion de projet s'enrichit à partir des expériences des projets de grande envergure. Il y a toujours une histoire à raconter après de grands projets. L'expérience de ce projet a participé à enrichir la méthode de gestion de projet à l'intérieur d'Alcatel et, comme les petites vagues d'un caillou jeté dans un lac, c'est d'autres projets, professionnels, étudiants, consultants, auteurs qui en ont profité. Le plan des deux parties de la thèse reflète la chronologie des cycles de vie du projet : la partie théorique de la thèse correspondrait à la phase étude et conception du projet et la deuxième à la réalisation.
