This rechearch proposes a validation of the contingency theory, and the main purpose of this study is to demonstrate the influence of the structure-turbulence interaction on the performance of municipalities in the province of quebec. This rechearch develops two different models : 1) the model opf relative performance indicator; 2) the model of general contingence which main purpose is to determine the influence of the fit between organizational structures and the environmental turbulence on the municipal organizations performance. In this rechearch, using the model of relative performance indicator results shows evidence that cities performance depends on work load, labor costs and quality of service offered. Testings of the general contingency model, revealed that interaction between structure and turbulence was a better predictor of performance than structure and turbulence considered separately. Moreover it seemed that organic structures are more convenient in periods of high turbulence, and in contrast mecanic structures fit better for lower turbulence periods. The purpose of the present strudy was also to determine whether a simplified measure of fit between structure and turbulence would relate to performance of municipal organizations. Unfortunately, the relations was not highly significative, so it seemed that it was due to the small size of the sampling (n = 24).

Cette etude s'inscrit dans le courant de pensee de l'approche contingente et porte principalemenr sur l'influence de l'interaction structure-turbulence sur la performance des organisations municipales quebecoises. Le cadre conceptuel trouve appui dans les notions de performance, turbulence et structures proposees dans la litterature academique. Cette recherche propose deux modeles differents : le modele de l'indicateur de performance relative servant a evaluer la performance des villes quebecoises et le modele de contingence generale dont l'objectif est de determiner l'influence de l'adaptation des structures organisationnelles aux turbulence environnementales sur la performance des organisations municipales. Cette recherche est basee sur une investigation empirique aupres de villes quebecoises, et la collecte de donnees a servi a recueillir des donnees operationnelles, financieres, economiques demographiques, politiques, et aussi des donnees permettant de caracteriser les structures de ces organisations. Dans cette recherche, nous demontrons que la performance des villes varie en fonction de la charge de travail, des couts de main-d'oeuvre et de la qualite des services offerts. Nous demontrons egalement que l'interaction structure-turbulence un meilleur predicteur de la performance que la structure ou la turbulence consideres separement. Il semble egalement que des structures organiques convenaient mieux dans des periodes de turbulence forte, alors que des structures mecaniques etaient mieux adaptees a des sequences de turbulence faible.
