This thesis intends to examine the ntaure of the systems of measure of the performance of the municipal public services of the Cameroonian cities. Globally exploratory, it presents a double objective. The first consists in observing, to describe and to analyze the practices of the township concerning measure of their performance. The second objective has as goal to identify the factors susceptible to influence the performance of the municipal public services. Research mobilizes a certain number of theories among which : the theory of the agency, the theory of the public choice and the theory of the structural contingency. The two first have for goal to explain the behaviour of the municipal actors in relation to the management of public services of which they are in charge. The last acts as reference to the theoretical framework of the survey and is subject thereafter of statistical tests permitting thus to validate or reject the model of the research. It bears on a hypothetical-deductive approach. Twe questionnaires have been managed at a time to the lected and to the persons responsible for the different services visited. Then in a view of complementarity to the quantitative investigation, six case studies have been made. Totally, the results of research show the existence of factors at the same time of a structural ans a behavioural order, influencing the performance of the municipal public services. The test of typology of the management tools used for the follow-up of performances reveals a very rudimentary use on the whole of the visited services.

La thèse se propose d'examiner la nature des systèmes de mesure de la performance des services publics municipaux des villes camerounaises. Globalement exploratoire, elle présente un double objectif. Le premier consiste à observer, décrire et analyser les pratiques des municipalités en matière de mesure de la performance. Le second objectif a pour but d'identifier les facteurs susceptibles d'influencer la performance des services publics municipaux. La recherche mobilise un certain nombre de théories parmi lesquelles : la théorie de l'agence, la théorie du choix public et la théorie de la contingence structurelle. Les deux premières ont pour but d'expliquer le comportement des acteurs municipaux par rapport à la gestion des services publics dont ils ont la charge. La dernière sert de référence au cadre théorique de l'étude et fait l'objet par la suite des tests statistiques permettant ainsi de valider/invalider le modèle de la recherche. Elle s'appuie sur une démarche de type hypothético-déductif. Deux questionnaires ont été administrés à la fois aux élus et aux responsables de différents services visités. Ensuite dans une optique de complémentarité à l'enquête quantitative, six études de cas ont été réalisées. Au total, les résultats de la recherche montrent l'existence des facteurs à la fois d'ordre structurel et comportemental influençant la performance des services publics municipaux. L'essai de typologie des outils de gestion utilisés pour le suivi des performances révèle un usage très rudimentaire dans l'ensemble des services visités.
