Transfert de technologies vers les secteurs public et prive algériens : Analyse et comparaison

Concurrently to external factors, connected to the "market" of technology, the internal constraints related to the efficiency of "greeting structures", fettered the algerian technological policy. Until the end of the seventies, the priority for the public corporations was to master the technology for "it self". The new policy aims at reorganising the public industry, at promoting and integrating (in the developpement process) the small industries, and in particular the private ones. This raises the question of the capacity of the public sector to spread its "technological expertise" to the entire economy. This is all the more true that the particular evolution of the private industry deated a "technological gap" between the two sectors ; the reduction of witch will determine the success of the new policy. To what extent will public sector participate to the increate of the technological skills of the private corporation ? What will the importance of the "internal transfer" of technology ? The new policy will put into test the "industrilizing power" of the algerian model of developpement.

Parallèlement a des facteurs externes liés au "marché" de la technologie, des contraintes relatives à l'efficacité des "structures d'accueil" ont entravé la politique technologique algérienne. La priorité pour l'entreprise publique etant jusqu'a la fin des annees soixante-dix, la maitrise des technologies pour "elle-même". La "nouvelle" politique vise la réorganisation de l'industrie publique, la promotion et l'intégration (dans le processus de développement) de la pmi, privée en particulier. Ce qui soulève la question de la capacité du secteur public à diffuser son "expérience technologique" à toute l'économie. Surtout que l'évolution particulière de l'industrie privée a creusé entre les deux secteurs un "fosse technologique" et que de la réduction de ce dernier dépend le succès de la nouvelle politique. Dans quelle mesure les structures nationales participeront-elles au relèvement du "niveau technologique" du secteur privé ? Quelle sera l'ampleur du "transfert interne" de technologie ? La nouvelle politique mettra ainsi à l'épreuve la vertu "industrialisante" du modèle algérien de développement.
