Efficience, efficacité, productivité et organisations publiques non marchandes (OPMN) : le service fiscal au Mali

The state, called as a "source of abondance" by some economists, has long been the main support of the social progress and the organizator of the common efforts in the majority of the contries : but, in the context of the actual crisis and tourghening of theinternational economic competition, all the analysis tend to show that the stade plays badly its role more and more hard. The sim of this work is to understand in an optic essentielly qualitative and synthetic the notions of efficiency, effectiness, productivity as well as the related notions and their application in the public non-profit organizations. A large scale investigation of the tax service accomplished in a country on the way of developpement, notamment -n mali, it possible to reveal the major options in the matter of public gestion and the anthor formules some general recommendations to the attention of the public powers who intend to make their gestion better with the aim of approaching the productivity to the adequacy to the exigences of public managers and contributors.

Pendant longtemps, l'état, dont certains économistes parlaient comme de l'état "érige en une sorte de providence" a été, dans l'ensemble du pays, le principal support des progrès sociaux et l'opérateur central des efforts de solidarité. Cependant, dans le contexte actuel de crise et de durcissement de la compétition économique internationale, toutes les analyses convergent a montrer que l'état, au travers de ses administrations joue mal ce rôle de plus en plus lourd qui est le sien l'objectif de cette recherche est ainsi, dans une optique nettement qualitative et synthétique, d'appréhender les notions d'efficience d'efficacité, de productivité et notions afférentes et dans quel sens elles s'appliquent aux organisations publiques non-marchandes (o p n m) une investigation empirique approfondie, menée sur le service fiscal dans un pays en voie de développement a savoir le mali, permet de dégager les options majeures qui s'offrent en matière de gestion publique, et conduit l'auteur à formuler quelques recommandations générales a l'attention des pouvoirs publics qui souhaitent améliorer leur gestion pour concilier productivité et adéquation aux besoins des managers publics et des contribuables.
