Since 166, there has been a succession of experts and groups of experts trying to develop a cure-all for the organisation's difficulties and they tend to rely for this on concept of "rationalisation". Alas, the slpw rate at which budgeting, programming, planning and assessment techniques are implemented show that impediments are not solely to be found in the implementation of the integrated budgeting system but also in the lack of common purpose by member states. The near absence of discussion with respect to proposals put forward by experts only confirms this observation. Apart from real administration problems, the un is really suffering from a lack of political and diplomatic honesty. Possibilities of improving its operating capacity by the use of planning programming budgeting system techniques are limited by lack of clarity with respect to the objectives to be set.
