En raison de la conjoncture politique et du faible developpement du droit public, l'autorite de l'etat est omnipresente dans l'action administrative et le droit prive a une place importante dans le droit administratif. De plus, la cour administrative exerce un controle minimum sur les actes administratifs. Ainsi, des reformes profondes concernant la justice administrative sont en cours.
