The status and the of the chairmen must be seen as a guarantee of the high quality of administrative justice. The vice-chairman of the Council of state, the chairman of the division for contentious matters, the chairmen of administrative Courts of Appeal and the chairmen of administrative Courts improve qualities the administrative justice in two different ways. As first magistrates, their status, their experience and their authority contribute to the independence and efficiency of court proceedings. First among their peers within their jurisdiction, the chairmen are particularly efficient in their rulings, whether sitting in chambers or as single judge. As Chairmen of their jurisdictions, the chief justices watch over the whole process, from the initial complaint to the implementation of the final ruling. They are in charge of the general management of their jurisdiction, including human resources, and therefore they play a major role in the smooth running of the whole jurisdiction.

Le statut et les fonctions des présidents de juridiction caractérisent et renforcent les qualités de la justice administrative. Le vice-président du Conseil d'Etat, le président de la section du contentieux du Conseil d'Etat, les présidents de cour administrative d'appel et les présidents de tribunal administratif améliorent les qualités de la justice administrative d'une double manière. Comme premiers magistrats, ils mettent leur statut, leur expérience et leur autorité au service d'une justice indépendante et efficace. Premiers parmi leurs pairs au sein de leur juridiction, les présidents sont particulièrement efficaces quand ils statuent comme juge des référés ou juge unique. Comme chefs de juridiction, les présidents veillent et contribuent au bon déroulement de l'instance : de la réception de la requête à l'exécution de la décision. A ce titre, ils assurent aussi la direction matérielle et humaine de leur juridiction et contribuent au bon fonctionnement de l'ordre juridictionnel.
