Abstract EN:
First, we analyse the system of international financing. The developed countries should encourege, orient and coodinate their financing to foreign countries, in the way to respond to the developement of all countries, especially the developing countries. Second, we analyse the international financing operation, which is divided into three parts: pre-contractual phse, contractual phase, execution phase. Third, as a case study, we analyse how many capital the korea had recourse to which of foreign sources, and which measures it had taken for the inducement of foreign capital, and which attitude it has assumed toward the international agreements. Finally, analysing the effect of the international financing not only on donors but also on beneficiaries, we throw light upon the legal and institutional problems which the korea will be faced with sooner or later.

Tout d'abord, il s'agit du systeme du financement international. On analyse les efforts des pays developpes et des institutions multilateral pour l'encouragement. L'orientation et la coordination du financement international, de facon a repondre au developpement de tous les pays, en particulier, les pays en developpement. Ensuite, il s'agit de l'operation du financement international qui se divise en trois parts: 1) phase pre-contractuelle 2) phase contractuelle 3) phase d'execution. En outre, comme une etude de cas, on analyse combien de capitaux la coree (du sud) a eu recours aux quelles sources etrangeres, et quelles mesures elle a prises pour encourager l'apport des capitaux etrangers et quelle attitude elle a prise a l'egard des conventions internationales. Enfin, en analysant l'effet du financement international tant sur les donneurs que sur les beneficiaires, notamment dans le cas de la coree, on essaie de mettre en lumiere les problemes juridiques et institutionels auxquels la coree se heurtera tot ou tard.
