When togo attained juridical independence, political and administrative institutions have followed the general tendency of african governments : prevalence of the president of the republic and concentration of the political power, centralization of political and administrative power, overlapping of the party structres and the administration structures. This confusion of structures supports the badadministrations and the underdevelopment. Indeed, centralized and excessive in towns, this administration is yet absent in the rural lands where it is more needed. So, unadapted and ineffective, the administration in togo is unable to satisfy the needs of the society. Moreover, by its bad running and its high cost, it prevents the develpment.

Lors de l'accession a l'indépendance juridique, les institutions politiques et administratives du Togo ont suivi la tendance générale des régimes africains : suprématie présidentielle et concentration du pouvoir politique, centralisation du pouvoir politicoadministratif, imbrication des structures partisanes et des structures administratives. Cette confusion des structures entretient la maladministration et le sous-developpement. En effet, centralisée et pléthorique cette administration laisse pourtant de grands vides là ou le besoin d'administration est le plus grand, c'est-a-dire principalement dans les campagnes. Ainsi, inadaptée et inefficace, l'administration togolaise s'avère incapable de répondre aux besoins de la société; au contraire, par son fonctionnement a l'égard de la population et par son poids financier, elle est un frein au développement.
