Le parti unique et la démocratie : exemple la Côte d'Ivoire

The idea of a unique party provoqued for jurists a sort of polemic considering the advantages and disadvantages. The polemic reached its apogee when the relation between the system of the unique party and the democracy was established. It is possible to ascertain this condition in certain countries of the third world and in particular the african countries that had opted for the system of the unique party due to pratical facters. On this sense, three developing countries need the unity of the people and the regime to continue their development. This is the reason that we have chosen the ivory coast's unique party where the p. D. C. I. Maintains the democracy. We have subdivised our work in two parts preceded by a preliminary chapter that discusses the origin of the unique party as well as the justifications that support it. For the origin, we attempted to consider the relationship between the p. D. C. I. And the other groups and forces that helped to form the party such as the african agricultural syndi. (a. A. S. ), the committee of franco-african studies and the group of communist students. Afterwards, we demonstrated the roll of the democratic party in the creation of the african democratis assembly (a. D. A. ) as well as its relation with the french communist party (f. C. P. ). We have devoted the first part to structure of the ivory coast's democratic party concerning basic elements or central organs of the party or even its methods of functioning. The second part deals with the different points of view of responsable inhabitants of the ivory coast that agree on the fact that the p. A. C. I. Is a democratic party. We have tried to discuss these affirmations regarding the practical reality and above all, based on certain examples, we have sketched our point of view concerning the relationships between the unique party and the democracy. At the end of our research we have demonstrated the necessity to establish the system of multipartism by using, among other methods, a survey of 86 students from the ivory coast. They expressed their position toward the scope of the unique party as well their relationship with the democracy.

La notion du parti unique a provoque chez les juristes une sorte de polemique qui tourne autour des avantages et des inconvenients. La polemique atteint son apogee lorsque l'on etablit la relation entre le systeme du parti unique et la democratie. Nous pouvons constater cet etat de chose dans certains pays du tiers-monde et en particulier les pays africains qui ont opte pour le systeme du parti unique en raison de facteurs pratiques : en ce sens, ces pays etant en voie de developpement, ont besoin de l'unite du peuple et du regime pour entamer leur developpement. C'est pour cette raison que nous avons choisi le parti unique en cote d'ivoire, surtout que le p. D. C. I. Pretend a la democratie. Nous avons subdivise notre travail en deux parties precedees d'un chapitre preliminaire. Dans ce chapitre nous avons parle de la naissance du parti unique ainsi que des justifications de ceux qui le soutiennent. Pour la naissance, nous avons essaye de voir le rapport entre le p. D. C. I. Et les autres groupes et forces qui se trouvaient a l'origine du parti comme le syndicat agricole africain (s. A. A. ), le comite d'etude franco-africain et le groupe des etudiants communistes. Nous avons ensuite montre le role du parti democratique dans la naissance du rassemblement democratique africain (r. D. A. ) ainsi que les rapports de celui-ci avec le p. C. F. Nous avons consacre la premiere partie aux structures du parti democratique de cote d'ivoire, qu'il s'agisse des elements de bases ou des organes centraux du parti, ou encore des modes de son fonctionnement. La deuxieme partie s'interesse aux differents points de vue des responsables ivoiriens qui s'accordent sur le fait que le p. D. C. I. Est un parti democratique. Nous avons essaye de discuter ces affirmations a travers la realite pratique et surtout, a partir de certains exemples, nous avons esquisse notre point de vue visa-vis de la relation entre le parti unique et la democratie. A la fin de notre recherche, nous avons demontre la necessite d'etablir le systeme du multipartisme en recourant, entre autres, a un sondage parmi 86 etudiants ivoiriens. Ceux-ci ont exprime leur position vis-a-vis de la portee du parti unique ainsi que son rapport a la democratie.
