The focus of the thesis is on the systems for the management, control and audit of public funds in the United Kingdom. Local and central government are considered especially in terms of the implementation of budgetary controls. The rationale behind the need to set up and improve the system of public audit in the United Kingdom came from the need to fight against corruption and fraud and to avoid waste in the allocation of public funds particularly trough the value for money examinations. The thesis adopts a constitutional and institutional approach to the subject. The civil judges have also dealt with the public expenditure. But the results of the examination of financial jurisprudence appear mitigated. This research attempts to analyze the mechanisms set up in Wales, in Scotland but also in Northern Ireland, too often forgotten, even by the authors of the other side of the channel.

L'objet de la thèse est d'examiner les systèmes de gestion, de contrôle et d'audit des fonds publics au Royaume-Uni. Le gouvernement central et local sont particulièrement analysés sous l'angle de la mise en place des contrôles budgétaires. Le raisonnement a été de considérer que la recherche de l'amélioration du système des contrôles publics au Royaume-Uni provenait du besoin de lutter contre la corruption et la fraude puis d'éviter le gaspillage des fonds publics notamment par les contrôles dits de " Value For Money ". La thèse adopte une approche constitutionnelle et institutionnelle. L'exécution des budgets publics n'a pas échappé aux contrôles des juges civils. Les résultats de l'examen de la jurisprudence financière se révèlent cependant mitigés. Cette recherche tente d'analyser les mécanismes mis en place au Pays de Galles, en Ecosse mais également en Irlande du Nord, trop souvent oubliée, y compris par les auteurs d'Outre-Manche.
