How the iranian administration was controled before the change of government in 1979? wich juridical means had the citizen to defend themselves from the abuse of administration. In this study we have analised first the theoretical solution contained in the constitution of 1906 in order to solve the administrative contentious; secondly the application, how was resolved that kind of contestation. We have tried to see because the constitution was not respected; if the iranian system was able to protect the citizen's interests in their contestation against the administration.

Comment l'administration iranienne a ete controle avant le changement de regime en 1979? quels ont ete les moyens juridiques dont disposaient les particuliers pour se defendre vis a vis des abus de l'administration? nous avons analyse dans cette etude d'une part la solution theorique, prevue par la constitution de 1906 pour regler le contentieux administratif, d'autre part, la pratique, a savoir comment a ete resolu ce genre de litige, dans la mesure ou la constitution n'a pas ete respectee; voire si le systeme, tel qu'il a fonctionne en iran, a ete susceptible de proteger les interets des particuliers dans les litiges qui les opposaient a l'administration.
