Today the state in france is more and more striped of its competences on the one hand because of the development of the european community and on the other hand because of the regionalization. This matter of facts makes it compolsory for us to restore the programmes and laws which have been initially conceived as a reorganization of the links between the cen ter and the periphery. But the growth of the region has led to a profound reform of the state itself : the recomposition of the representation and the recomposition of the realization of the public policies. Regarding the community construc tion, as it is forseen by the community treaties, it is at odds with the unitarian and centralized model of the state in france. The state is more and more by passed by the community rules, overburdened by the initiatives of the commission and deprived of its legitimacy of administrator by the market. One should not be estonished to see that the state has to adapt not only its modes of regulation but also its forms of intervention. Thus the bringing closer of europe and the r egions leads to the recasting of the public space which is going to turn upside down the "colbertist and jacobinical" tr aditions of the state in france.

L'etat en france est aujourd'hui de plus en plus depouille par le haut avec le pouvoir communautaire, et affaibli par le bas avec la regionalisation. Cette interrogation nous oblige a restituer les programmes et lois qualifies en france de decentralisation, qui ont ete concus au depart comme une reorganisation des rapports entre le centre et la peripherie. M ais avec l'emergence du fait regional on assiste plutot a une profonde reforme de l'etat s'exprimant a travers la recomp osition du territoire de la representation et de la realisation des politiques publiques. Quant a la construction commun autaire, telle que la dessinent les traites communautaires est en rupture complete avec le modele unitaire et centralise de l'etat en france. Celui-ci se trouve de plus en plus contourne par les regles communautaires, deborde par les initi atives de la commission et vide de sa legitimite de gestionnaire par le marche. On ne s'etonnera pas de voir donc l'etat oblige a adapter non seulement ses modes de regulation mais egalement ses modes d'intervention. Ainsi, sans aucun doute le rapporchement entre l'europe et les regions entraine la refonte de l7espace public ce qui va bouleverser les traditio ns colbertistes et jacobines de l'etat en france.
