The speciality of the sanitary sector of the public health services affects the administrative control in two ways, on the one hand by the imposition of a certain type of organisation and on the other hand by its influence on the extent of the control. That two public services being compared although phenomenally different, nevertheless present common rules of organisation and control.

La spécialité de l'activité sanitaire se répercute de deux manières sur le contrôle administratif du service public de santé : d'une part en imposant un certain type d'organisation au service, et d'autre part en ayant une influence sur l'étendue du contrôle. Les services publics de santé français et anglais, quoique apparemment différents, présentent des règles d'organisation et de contrôle communs.
