In matter of council ,the mayor disposes of abilities witn uncertain outlines. The division of these abilities with other police authorities ,suffers from a lack of cleamess. The juridical deficiences affect the responsabilities system in the matter. Nowadays, the reform of penal laws concerning the responsabilities of the representatives,keeps the mayor from deciding bravely. The enforcement of the mayor's decrees is made by council police officers,who profit by limi, ted competence with regart to in one hand the rising of insecurity,and the unremitting withdra, wal of police in the other hand. Fortunately,there are institutions and particularly associations which take upon with succes close by missions with security connotations. Creation, organisation,and working of council police change one council to another. A juridical regulation of council officers has be reconsidered,with an extension of their abilities the mutual aid between polices of councils is mainly informal.

Le maire dispose en matiere de police des competences aux contours incertains. Le partage de ces competences avec d'autres autorites de police souffre d'un manque de clarte. Ces insuf, fisances juridiques affectent le regime de responsabilite en la matiere. Aujourd'hui la reforme du droit penal sur la responsabilite des elus empeche les maires a decider courageusement. L'execution des arretes du maire est assuree par des policiers municipaux qui benefi, cient des attributions limitees au regart d'une part la montee de l'insecurite et du retrait inces- sant de police nationale d'autre part. Heureusement qu'il existe des institutions et surtout des associations qui assurent avec succes des missions de proximite a connotation securitaire. La creation l'organisation et le fonctionnement d'une police municipale varient d'une commu, ne a une autre. Un juridique des policiers municipaux est a repenser avec ineluctablement un elargissement des competences. La coperation inter-police dans les communes est en grande partie informelle.
