Le Cameroun et le droit d'accès à la mer des pays voisins dépourvus de littoral

The present thesis illustrates an aspect of inter-regional relations concerning the transit trade for countries without coastline. It is based on international law and concerns the right of access and the freedom of transit to the sea. The implementation of the right of access is carried out by a coastal central african country (cameroon, to the benefit to the neighbouring countries without direct access to the sea : the african central republic and tchad. To put the access right in practice, an arrangement about of transport and transit is necessary through the cameroonian territory towards and from the sea, and the three countries cited above have need of intense cooperation which extends to the surrounding countries with or without coastline. They als have need of technical and financial assistance from the international community in accord with the instructions of the nations-unions.

La these en presence illustre un aspect relationnel sous-regional du commerce de transit des pays depourvus de littoral et a pour fondement le droit international, et pour cadre le droit d'acces et la liberte de transit vers et depuis la mer. La mise en oeuvre de ce droit d'acces est effectuee par un pays cotier de l'afrique centrale (le cameroun), au profit des pays voisins sans ouverture directe a la mer : la republique centrafricaine et le tchad. Pour realiser l'objectif de l'acces un amenagement du transport en transit est necessaire a travers le territoire de transit camerounais vers et depuis la mer, et ces trois pays cites plus haut ont besoin : d'une cooperation intense, elargie a tous les pays environnants avec ou sans cote, de l'assistance technique et financiere de la communaute internationale, conformement aux recommandations des nations-unies.
