France is a very important arms exporter. It usually ranks third behind the states and the ex-ussr. However, for a few years, the french arms industry has been facing structural and economic difficulties which threaten its activity therefore, france must define a new expansion stratgy and increase its extra and intra european cooperation. On a juridical level, france doesn't export arms causing heavy destruction such as nuclear, biological and chemical weapons subjected to legal ban in accordance with international agreements. The unilateral limitations on arms exports in france concern warring and repressive countries. They hinge on the principle of neutrality and on the respect of human rights. So called strategic technologies are also subjected to a national control within the context of the general regulation on foreign trade and to a multilateral inter-allied control organized by the cocom. In france, exports of warmaterials are subjected to a special and prohibitive legislation and to a specific control carried out by the "commission interministrielle pour l'etude des exportations de materiel de guerre the export of war materiel is a complex commercial transaction. La france constitue un tres gros exportateur d'armement. Elle se classe habituellement au 3eme rang mondial derriere les etats-unis et l'ex-u. R. S. S. Cependant, depuis quelques annees, elle est confrontee a un ensemble de difficultes structurelles et conjoncturelles qui menacent son activite. De ce fait, elle doit rechercher une nouvelle strategie d'expansion et mettre l'accent sur la cooperation intra et extra europeenne. Sur le plan juridique, la france n'exporte pas les armes de destruction massive comme les armes nucleaires, biologiques et chimiques et limite unilateralement ses exportations vers les pays en guerre ou repressifs. Cette limitation s'articule sur le principe de neutralite et les droits de l'homme. Les technologies sensibles font aussi l'objet d'un controle national et multilateral interallie par le cocom. Les exportations d'armes sont soumises a une legislation speciale et prohibitive et a un controle specifique par la c. I. E. E. M. G. Elles constituent une transaction commerciale complexe. Le contrat qui organise la vente definit avec precision les modalites juridiques, techniques et financieres de l'operation. La cooperation constitut un atout majeur de l'action de la france et une reponse possible eaux difficultes du secteur. Elle prend une forme modeste avec les pays en voie d'industrialisation et une forme plus integree, structuree et developpee avec les pays europeens. Son organisation judirique repose sur un accord intergouvernemental conclu au niveau etatique et d'un accord industriel entre les entreprises qui regit les relations de travail. Son fonctionnement pose de serieux problemes de methodologie et d'organisation mais elle represente une necessite economique et politique pour une puissance moyenne comme la france.
