Between 1957 and 1992, the territorial communities, joining lobbies and partnerships, revealed their existence to the european communities. The argument of the thesis is the evolution of the claims and of the structures which have been set up by the territorial communities and the european community.

Entre 1957 et 1992, les collectivites locales, par l'adhesion a des groupes de pression, des associations ont manifeste leur existence aupres des instances communautaires. La problematique est l'evolution des revendications exprimees et des structures mises en place par les collectivites locales et la communaute europeenne.
