The legitimation of the administration seems to be the quality of the administration whicht acts in accordance with the principal ideological values and the public interest, in an efficient way. The recent evolution of the concept towards the justification founded upon the methods of the public management and the participation can not hide the symptoms of its inherent crisis, such as the crisis of the administrative law. In addition of these universal features, the legitimation of the greek administration suffers because of the poor efficiency and the politisation of the public service

La légitimité est la qualité de l'administration qui agit conformément à l'intérêt général et les autres valeurs idéologiques dominantes, d'une manière relativement efficace. L'évolution récente de la notion vers la justification de l’activité administrative par le moyen de méthodes du management public et de la participation ne peut pas cacher la crise de légitimation dont un des symptômes est la crise du droit administratif. En plus de ces tendances universelles, la crise de légitimité de l'administration grecque s'accentue à cause du manque d'efficacité et de la politisation de la fonction publique
