Over the past two decades, the financial scene has been dramatically affected by increasing interpenetration between the banking and insurance industries, which were traditionally separate. The boundaries are becoming blurred at all levels : with respect to capital, as well as products, distribution methods and financial markets. This mutation could not have occured totally indepently from the state as governing body or entrepreneur : particularly since the most institutionalized forms of rapprochement between banking and insurance have been within the public sector. True, the authorities did not actually seek to bring these two sectors together but, by altering the environment and involving themselves in entrepreneurial fashion, they have encouraged the blurring of these boundaries. Although the state is ever-present, it does not fully control the situation : each intervention (whether direct of indirect) appears as a way to manage constraints. The political system is being overwhelmed by the economic systeme. In compensation for the ebb of the state, the financial sector holds an increasing number of trump cards in the economic game. Could this triumph of financial capitalism be acting as a positive counterbalance to the retreat of the state ?

Au cours dex deux dernieres decennies, un evenement fondamental a marque le paysage financier : le monde de la banque et celui de l assurance, traditionnellement separes, ont connu des interpenetrations croissantes. Les frontieres se sont brouillees a tous les niveaux : aussi bien au niveau du capital que des produits, des modes de distribution et des marches financiers. Cette mutation ne pouvait pas etre totalement etrangere ni a l etat regalien ni a l etat entrepreneur ; d autant que les rapprochements banque-assurance sous la forme la plus institutionnalisee ont eu lieu au sein du secteur public. Certes les pouvoirs publics n ont pas cherche a rapprocher ces deux secteurs mais, en modifiant l environnement et en s impliquant en tant qu entrepreneur, ils ont favorise le brouillage des frontieres. Bien que l etat soit constamment present, il n est pourtant pas le maitre du jeu : chaque intervention (directe ou indirecte) apparait comme un moyen de gerer des contraintes. Le systeme politique a ete envahi par le systeme economique. En compensation a ce reflux de l etat, le secteur financier possede de plus en plus les cartes maitresses dans le jeu economique. Ce triomphe du capitalisme financier pourrait-il constituer un contrepoids positifi au recul de l etat ?
