In short, we have tried to undertake and to ground this doctorat thesis on the status of the sea territoires and in consideration of the sea users. Our study will deal with the implementation and the acceptability of the international sea laws. It is concerned with showing the tunisia acceptance of the international laws as regards the sea boundaries and eventually, with the tunisian attitude towards the new countries and the uses of the sea established by the three international sea conferences. However, the historical aspect of the close relations between the sea and tunisia with its empirically determined boundaries is hinted at too. This study also focuses on the tunisian collaboration with the different regional groups which claim a preferential treatment as regards their accession to the sea (some nations are disadvantaged and without any sea borders or as regards the establishement of our exclusive economical area or equal consideration concerning the exploitation of the common human property.

C'est de l'application et de l'applicabilité du droit international de la mer que notre étude est faite. Il s'agit de démontrer l'acceptation tunisienne en matière de délimitation maritime, et subsidiairement sa position à l'égard des nouvelles notions et utilisations de la mer, établis par les trois conférences internationales de la mer. Toutefois, l'aspect historique des relations, étroites, entre la Tunisie avec la mer et la détermination empirique de ses frontières n'est pas négligé non plus. De même la solidarité tunisienne avec les différents groupes régionaux (pays désavantagés ou sans littoral) qui réclament des faveurs pour leur accession à la mer, ou pour l'établissement d'une zone économique exclusive et l’égalité du traitement quant à l'exploitation de la "zone", qualifiée patrimoine commun de l'humanité, est également abordée. Bref, c'est autour du statut des espaces maritimes et à l'égard des utilisateurs de la mer, que nous avons essayé de construire cette thèse de doctorat d'université.
