The african states are powerless and dumb in the solution of the problems relative to their own security, not only due to the objective constraints which the international game imposes on them, but also by an intentional strategic option, also the political, diplomatic and legal norms which surmount and cristalise the international practise of actors of the african diplomatic system conceal on the one hand the contradictory ambitions of the dominant continental powers and on the other hand, the manifest inferiority of the african states, thus limited in the deployment of an independant strategy. That is why africa is, and will perhaps remain so for a long time, divided still against herself as much in the so innocent field of human rights applicable to the armed conflicts as in that of the diplomacy and of the general legal politics.

Les etats africains sont impuissants et muets dans la solution des problemes relatifs a leur propre securite, non point seulement en raison des contraintes objectives que leur impose le jeu international, mais aussi par option strategique deliberee. Aussi les normes politiques, diplomatiques et juridiques qui surmontent et cristallisent la pratique internationale des acteurs du systeme diplomatique africain recelent-elles d'une part les ambitions contradictoires des puissances dominantes sur le continent, d'autre part l'inferiorite manifeste des etats africains, ainsi limites dans le deploiement d'une strategie independante. C'est pourquoi l'afrique est et restera peut-etre longtemps encore divisee contre elle-meme, aussi bien dans le domaine si innocent du droit humanitaire applicable aux conflits armes que dans celui de la diplomatie et de la politique juridique generale.
