The purpose of this study was to analyze the reforms of the Togolese firms which became obligatory under the influence of the financial crisis and bad performances. After having distinguished the simple reorganization from privatization, the first part of our work is dedicated to the statutory reforms and to the attempts of decentralization committed by the public authorities. On the other hand, the second part was focused on the study of the privatization programmes, procedures and modes. At the end of this double examination, we noticed that the decentralization of the management structures was theorically very advanced. However, in fact, state still deeply characterizes the management of the public firms. Compared to the weakness of the statutory reforms, the results of the privatization programmes are not very conclusive.

L'objet de cette étude est d'analyser les réformes des entreprises publiques togolaises devenues obligatoires sous l'effet de la crise financière et des mauvaises performances après avoir distingué la simple réorganisation de la privatisation, nous avons consacré la première partie de notre travail à l'examen des réformes statutaires et aux tentatives de décentralisation engagées par les pouvoirs publics. La deuxième partie s'est, en revanche focalisée sur l'étude des programmes, des procédures et modalités de la privatisation. A l'issue de ce double examen nous arrivons à la conclusion que la décentralisation des structures de gestion est théoriquement très avancée. Mais, en réalité, l'étatisation caractérise encore profondément la gestion des entreprises publiques. Comparativement aux faiblesses des reformes statutaires, le bilan des programmes de privatisation est également peu attrayant.
