The complementaryty of approaches, through the area itself and the fields which are concerned, allows us to asserts there isa fishing community zone of 200 miles. As a matter of fact? The european community had to face serious problems to be recognized both at the internal and international level. But it took advantage of these difficulties by refining its juridical and political autonomy. Yet, the european community is responsible for this economic policy and it is competent as regards fishing and the environment. This community experience is indeed a successful first which calls attention by a sharing of competence between the communities and the member states. Moreover, the fact it is a matter of international seas reinforces the relevance of this european choice and measure the community development shows that the unions of states its beneficial and full of learning experience. The single european act is thus the result of learning experience and such an example.

La complémentarité des approches par la zone elle-même et par les matières qui y sont traitées permet d'affirmer qu'il existe une zone communautaire de pêche de 200 milles. La communauté a été confrontée a de rudes problèmes de reconnaissance sur le plan interne et sur le plan international. Elle a tiré partie en affinant son autonomie juridique et politique. C'est néanmoins une politique économique dont elle a la charge et la compétence en matière de pêche et de l'environnement. Cette expérience communautaire constitue une première réussie qui se singularise encore plus par un partage de compétences entre la communauté et les états membres. La dimension internationale des mers renforce la pertinence du choix et la mesure européenne. Le cheminement et l'expérience communautaire prouve que l'union des états s'avère fructueuse et riche d'enseignement. L'acte unique a pu naitre d'une telle expérience et d'un tel exemple.
