The absence of seabord is a crucial problem in africa where fourteen states out if a universal total of thirty land-locked states. These latters have tried, invoking espacially regional solidarity and the law of development to obtain the recognition of the right of access to and from the sea and the right to participate to the exploitation of marine resources. In practice, however, their situation remains rather precarious.

Le phénomène de l'enclavement se pose avec acuité en Afrique ou quatorze états sur un total mondial de trente sont sans littoral. Ces derniers ont tenté en s'appuyant notamment sur le droit du développement et la solidarité régionale, d'obtenir la reconnaissance d'un véritable droit d'accès à la mer et depuis la mer et la liberté de transit ainsi que la participation à l'exploitation des ressources des mers. Aux termes d'une évolution marquée par les réticences des nations riveraines, leur situation demeure plutôt précaire.
